US withdrew from border areas to concentrate on more urban and highly populated areas to beat back the Taliban as such US/NATO does not have enough forces to occupy every inch of Afghanistan.
And thus within that vaccum and strategically irrelevant areas some Taliban fighters found refugee such as Afghan Taliban and some Pakistani Taliban members.
US conducts regular air strikes in the region but feels establishing FOB's in those areas is useless and waste of resources.
If US was backing Fazlullah and SWAT Taliban and TTP, why wouldn't the Afghan Taliban fight them? I am perplexed at the absurdity of your conspiracy theory.
