Dharma was always used to keep Buddhists and Jains in check.
Dharma was also suitably let loose on Sikhs and Christians and Dalits and Muslims post Independence when they got "out of line and too big for their boots"
Dharma is just one of the elements our law needs to keep in check.
We are a secular nation. And dharma like other faiths belongs in homes and hearts and temples.
Not in my lunch box and in Parliament. Or in my bed room.
