Tactically speaking, yes, it is necessary.

In flight refueling extends the effective combat range, thereby increasing the threat potential PER aircraft. The capability offers a squadron combat flexibility, which increases its value. In peace time, since it allows the aircraft and pilot longer endurance which stresses the pilot which results in a better pilot.

So why would you not install it in every jet in the squadron ?

So why would you not install it in every jet in the squadron ?
My guess is they're installing them once the aircraft goes in for major inspection like A check, or a 1000 hour inspection.

Our understanding is that It is detachable. So it does not need to be on all the time but the plumbing is there and can be put on in a matter of a couple of hours

45 Minutes. As claimed by some PAF official in Warnes interviews.
