India: 1715
India has to face two fronts+. On the other side, PAF is the largest air force in the Islamic world in terms of fighter jets, more diverse as compared to its adversary’, maintaining a highly complex fleet with the combination of western and Chinese tech including Russian engines, loaded with state-of-art weapon systems either BVR — AIM120, PL15, AESA, Jamming pods to AWACS. Very few in the 1st world possess such a level of deterrence in air warfare.
India still has a higher ratio of 4th gen+ fighters but it also needs twice the pilots for 234 of them. So its ability to generate sorties is lower (although the PAF has also lost that ratio to a large degree due to civil aviation).
However, the “cake walk” Indians imagined back in the early 2000s when the Su-30s were piling on is over. It will be a brutal conflict if it ever comes to pass and numbers can be neglected easily by an airforce that executes average plans with high competency versus excellent plans with low competency. However, basic exchange ratios mean that all human elements considered equal the IAF will Prevail but not without losing at the least 50% of its strength if not more.
