A crisis was brewing in the Far East yesterday after Japan threatened a military strike on North Korea if fears that it has embarked on a nuclear weapons programme proved correct.
With North Korea warning it could strike US targets anywhere in the world, Japan's defence minister Shigeru Ishiba said it was ready to carry out a pre-emptive strike with ballistic missiles.

Vietnam, which is far richer and has a population many times that of North Korea (to illustrate how bad their defence industry is), bought entire Scud missles from North Korea (because Vietnam had yet to produce a single missle, ship, submarine, fighter jet or even tank by itself without purchasing them wholesale from other nations).

Why would China's "proxy" sell missles to Vietnam, if China supposedly controls all of North Korea's affairs? And why has China not provided North Korea with a proper ICBM in order to make their sattelite launch easier? You know little about proxies or "bullying", looking at the rash claims you keep making.

Thayer Vietnam Bares Scud Missile Force


My link is same for article about Institute of Technology, Air Defence‐Air Force, had successfully produced one of the key components for the liquid fuel used by Scud missiles, axit HNO3 và oxit N2O4. The sale of short‐range Scud ballistic missiles was reportedly discussed at this time. In April 1999 it was reported that Vietnam had acquired a quantity of North Korean Scud C surface‐to‐surface missiles (SSMs).In February 2009 it was reported that Hanoi and Pyongyang were currently discussing North Korean assistance in upgrading Vietnam’s stockof Scud SSMs.

There is no evident for that purchasing completed because the embargo from UN to against N. Korea in the time, Vietnam don't like to have troubles with other superpowers concerned.

It reported that Vietnam is interesting more for Sapsan tactical ballastic Misseles of Ukraina.
