Go after China? Japan has no interest in war. They can not afford it let alone with China. Your claim is baseless. The Japanese are so weak and insecure that the JSDF is only enough for defence hence the name sake. The US presence in the region is Americans doing and the CCP for its part gives reason to America to do it.
Why? Well having American troops stationed in near China in SK and Japan is threatening to China. Its not threatening considering that China, like India is too big to fail with direct measures. This shortens American dominance in the region on whole as the Americans get stretched from East Asia to Europe.
Forcing other nations to spend exorbitant amount of money on their military is one strategy especially when war is NOT going to happen. If war was in schedule, the last thing the CCP would want is attention on the dispute.
The CCP also has a domestic angle when come to anti-japan sentiment. We've seen this before were CCP goons orchestrate protests against Japan on mass for no apparent reason other than to rally support behind the CCP.

They are over populated, and consume over obedience of the oceans resources despite their size and wealth and effectively STEAL fish from other nations! Nations consuming fish is common. But this wealthy nation of Japan, whose citizens have the best care in the world, uses its vast wealth to fish more than its share of ocean fish! Compare that to underdeveloped nations and farmers, in the IOR and Pacific whose livelihood depends on it. And Japan is not the only nation. While fisher men in Thailand to Madagascar are catching less fish, these industries are cleaning out the fish from the ocean far more than there share! This is govt. support behind industrial scale fishing. The access fish drops the fish price in developed countries but remains the same in developing countries.
This is to say, That if there is anything Japan needs to atone for in this 21st century it is the over fishing of oceans and the cost of developing nations. As far as WWII and Nanking, Japan should apologize, for war crimes which has been done not just by WWII Japan, But a more recent PLA. So expecting Japan to stop visiting shrines of Japanese soldiers is the same as Tibetans demanding that the Chinese stop formal visits to PLA memorials. Because the PLA did commit war crimes in Tibet whose full discloser has yet to made.
