Actually they are lacking aircraft designers, aircraft design by Honda for instant use many Western engineers to build. It can be seen when the aircraft was rolled out almost all of the engineers who are present at the ceremony are westerners.

That is because it is in the US. Many of Japan's leading tech firms also have R&D and manufacturing in the US in order to avoid tariffs.
