My explanation is, it's probably grounded in history. The history of Mogas and Portugese pirates raiding Bengal and Bengal Sultan conquering Arakan. I believe they have an inferiority complex too, the are too primitive and backward compared to the sophisticated Bengalis.

They also may not want BD to have too much of their export basket as BD would then have a lot of power over their economy since BD is a much larger economy.
 
Japan's military shipbuilding is probably the 2nd in Asia now that China can produce aircraft carriers.

In Asia, only 3 countries have AC, China, India and Japan.

I'm not sure about their planes and missiles tech though, not so much development compared to ships.

Japanese folks (and their techno-industrial complex) have a lot of advanced capabilities - but they will not spend money on a lot of new weapons programs these days. They will depend on NATO members for a lot of those things. Like @bluesky bhai says - they have a treaty with the US for limiting their weapons development to non-aggressive capabilities to an extent.

They are not very much behind though.

Here is the Mitsubishi X-2 (Shin Shin), which is an indigenous stealth fighter. This is comparable to the KF-21 Boramae which Indonesia and Korea are developing together.

Japan's IHI (Ishikawajima Harima) independently DESIGNED and manufactured the engines for their stealth fighters. They are designing sixth generation stealth aircraft now.

Other than China, it is one of the few Asian countries that can independently design high and low bypass engines for aircraft.

IHI has a series of fighter jet and high/low bypass engines (XF5, XF7, XF9). The largest (XF9) is comparable to the General Electric F110 in size, and is comparable to the Pratt & Whitney F119 in terms of thrust class (11 ton thrust in cruise and 15 ton thrust with afterburner).

Here is the XF-9 engine which will be used in their sixth generation stealth aircraft.

XF-7 engine is used in Kawasaki P-1 Patrol aircraft (Japanese design).
