Japan turns a potential job market for Bangladesh

Officials at the Bureau of Manpower Employment and Training (BMET) say they are giving priority to tap this opportunity through sending more workers to this attractive job destination country.

Bangladesh has a target to send at least 3,000 workers to Japan for different sectors next year, says BMET director (training operations) engineer Md Salah Uddin.

Currently, foreign workers are in good demand in the East Asian nation that is willing to hire workers from Bangladesh.

Dhaka is keenly working to tap the potential properly, according to the official.

In 2017, expatriates' welfare and overseas employment ministry of Bangladesh and International Manpower Development Organisation of Japan (IM Japan) signed an instrument for training technical interns of Bangladesh in Japan.

On the other hand, Dhaka and Tokyo signed a memorandum of cooperation (MoC) on the recruitment of specified skilled workers (SSWs) in August 2019.

Bangladesh has been enlisted as the ninth source country for sending skilled workers to Japan following the signing of the MoC.

Japan, as the world's third-largest economy, will need some 345,000 foreign workers by 2025.

In line with the signing of the MoC in 2019, officials say, Japan will hire manpower from Bangladesh in 14 sectors and industries under two categories.

The act of sending technical interns has remained almost halted following the outbreak of Covid-19. Now it is gathering pace gradually, they add.

Under the deal with IM Japan, 178 Bangladeshi youths have so far gone to Japan as technical interns. They were employed in construction and care-giving sectors. A total of 53 workers are expected to fly to the country in July, and 345 others are in the pipeline.

Under the deal, Japan is hiring the interns in its construction, construction, automobile and care-giving sectors.

Employers are bearing the cost of migration for technical interns who earn 160,000-190,000 Japanese yen as monthly wages.

Besides, the government has started correspondence with the Japanese authorities concerned to send skilled workers under the MoC on the recruitment of SSWs.

A total of 32 technical training centres (TTCs) are entitled to run Japanese language course.

"We've already sent a letter to the TTCs to start skills training in 14 trades required for Japan-bound workers," cites Mr Salah Uddin.

They have requested the Japanese authorities to permit skills assessment test in Bangladesh, he says, adding that if permitted, they will be able to start sending SSWs soon.

"We'll be able to send 3,000 technical interns and SSWs to Japan in the next one year," he anticipates.

When asked, the official says the employer country will hire 1,000 interns each year.

Fourteen sectors and industries include caregiving, building cleaning management, machinery parts and tooling, industrial machinery, electrical, electronics and information, construction, shipbuilding, automobile maintenance, aviation, accommodation, agriculture, fisheries and aquaculture, and food and beverage.

Proficiency test on Japanese language and necessary skills on respective trade are the basic requirements for selection of an SSW for Japan.

Shakirul Islam, chairman at Ovibashi Karmi Unnayan Program (OKUP), suggests that the government emphasise sending workers there as Japan is a developed job market for migrant workers.

Such migration will help ensure standard occupation for skilled workers and enhance remittance income at homeland, he comments.

Maybe not as such but it would be close to. I can imagine a situation like the UAE where the smaller native population is dwarfed by so many foreigners.

The Japanese are too set in their insular culture, as venerable as it is. Very introverted, loyalist, private, rigid social norms etc.

Japan is definitely not an immigrant country like the US or Canada.

Things have loosened up in the present generation (they are more westernized now and laugh more readily) but birthrates will not go back up anytime soon. @bluesky bhai is resident in Japan and can share more insights about how foreign labor are treated there.

Yes, the Japanese dress Western but their minds are like a bunch of villagers/ peasants. They remain very exclusive-minded till today.

Not a good place for intermingling with the locals. Our people will remain segregated. However, I want our BD PM and Cabinet ministers to come and work here to see how the human hands and brains can industrialize and economically develop a country.

Ride a local train or a bus, go to all those shopping malls, and the thousands of supermarkets and Departmental stores, and watch their road/ underground construction systems, ports, and many others.

Our ministers will readily know what a country needs to become a developed one. They will learn how to build institutions to acquire these things from the country's huge population.

They will initiate to industrialize the country, produce mechanical goods, and can claim the country developed within 150 years. However, our PM and @UKBengali think why work so hard when Japan/ America can give us alms continuously from where they can earn two extra paisas and claim a developed BD in 2041.

Our people are a joke.

Japanese are a weird bunch.

Work far too hard for a developed country.

Look at Germany, Benelux and Nordic countries. They are the ones to emulate.

Maybe Japs are not as intellectually evolved as the above countries hence have to compensate by working very hard and being rigid.

I also find their culture of deference - extremely cringeworthy. Very primitive.
By reading your post, I am wondering how your stupid DNA did not evolve to be even a sub-human animal. You lack a simple intellectual capability to understand why people of a country have to work harder to survive in this harsh world.

To you, working hard is beyond the high esteem of proud BD people, but begging alms from foreign countries is not.

Yes, BD people should emulate luxurious lifestyle of the Germans and perish without earning money. You are a great idea man!!!

Please ask the European governments to allot our BD migrants all the Castles and $100,000 per month to live an European life.

Not only Japanese, perhaps the entire urbanized world as industrialized nations essentially stop having children.

@bluesky bhai I am sure you have seen this quality in the Japanese (in groupthink). They are masters at taking existing models or methods of doing something, and then improving it.

After WWII they sent out people to UK, Europe and US to learn ways to control traffic, build skyscrapers/bridges and also re-vamp their civil defense systems - in twenty/thirty years they topped US standards.

There were thousands of pictures in every Japanese visitor's album to the US, of not only Disneyland other tourist attractions, but also of telephone poles, US made cars/trains/airplanes and other things Japan wanted to replicate.

They made replication and subsequent improvements their hobby, which Chinese also do so well today (talking about the improvement part). The early Japanese automobiles replicated UK designs (which were smaller and more adaptable to Japanese home market). They replicated US quality control in their factories as a USP factor and hired Dr. Deming (the renowned QC expert) from the US for teaching themselves QC (Toyota kanban and JIT systems came from this training).

They replicated US shipping, distribution and logistics systems and adapted it to their own use - without using large hydraulic or pneumatic assist. To this day, their usage of 1950's logistics has no parallel in our subcontinent. We desis truly are a bunch of retrograde lowlifes in that we cannot innovate. All we are good at are pointing fingers at each other.

From what I heard, Japan has a very toxic work culture.

It used to be like that. No longer so. Culture is more like US conservative companies now. Lots of women in similar positions like men.

The flip side is that you get lifetime employment in most larger established companies (but not all of them).

Do not please worry. Japan is an unsinkable ship that can weather out all kinds of calamities, even the underpopulation. A day comes when the Japanese women would choose to take more children.

By the way, whoever would be migrating from other Asian countries would be culturally assimilated except perhaps Muslim people from BD and Pakistan. These people will remain foreigners forever asking for unemployment benefits from the GoJ and propagating their religion for easy access to Paradise.

Little work, more prayer, and sure access to Paradise!! Will the Japanese accept this theory??

If it happens that way, this may be the start of the demise of Japan we know if people from BD and Pakistan exceed those from other Asian counties.

The interest rate for the present Japanese loan for the Dhaka metrorail is 0.65%. I don't know the grace period. Japan has forgiven 9 billion of loans so far. Even then BD remains an underdeveloped hinterland.

Now, Hasina Bibi wants Japan to convert BD into a highly developed country by 2041, and wants G-8 Forum to be renamed G-9 after that. Sometimes, I have reasons to believe that she comes to this forum with @UKBengali insignia.

But, sometimes I also doubt it because @UKBengali English is very good though not objective. Could it be that @UKBengali is Rehana Bibi?
