That is not acceptable----they knew the tsunami would be that devastating---period---but they did not want to believe it.

That is where the problem lies. In not accepting-----.

Did they not know of 9/11, did Zia ul Haq not know of siachin attack coming, did indian govt not know of Mumbai attacks, did the pak govt not know of attacks on Peshawar schools, did the indian govt not know of kargil attack coming, did the Israeli govt not know of the 73 war coming,

Every one of the govt officials in power knew what was coming---they also knew the time frame as well---but they did not want to believe it---and as it did not fit in their belief agenda of that it can happen---they did not accept that it would happen.

Japanese authorities have unveiled plans to build a giant 250-mile long sea barrier to protect its coastline from devastating tsunamis.

According to the proposals, the £4.6bn ($6.8bn) barrier would reach 12.5m high in some places – stretching taller than a four storey building.

It would be made out of cement – and actually be composed of a chain of smaller sea walls to make construction easier.

The plan comes four years after a huge tsunami ravaged Japan’s north-eastern coast.

Really neat! I think it would have been even neater if they had designed the wall itself wide enough to be used as an elevated all-weather road.

With sea-levels rising due to Global warming, I guess that's how all populated/vulnerable coastal regions should be protected - with multi-purpose sea walls.

Another large scale construction will be in the entrance rivers, which has the potential to cause inland flooding. Near the Sendai Prefecture we are construction a massive inland-access seawall, similar to the Korean Saemangeum SeaWall (tho the one to be built in Sendai area will be much larger, and unlike the Korean version, which is about 2 stories tall, the one in Sendai will be over 4 stories tall).

Impressive! But the keyword I was trying to highlight was "multi-purpose" structures. Then again, I am sure the Japanese engineers know what they are doing.
