Not Iranians, maybe a branch of Tocharians.
They adopted it, and Buddhism and Hindu sects also.
Tocharians were Centum speakers who were closely related to the Western Indo-European speakers. They were surrounded by Satem(Indo-Iranians/Scythians/Sogdians) speakers, whom viewed them as aliens.
Kushans seemed Satem Eastern Indo-Europeans to me, not Centum Western Indo-Europeans like Tocharians.
