The British are the ones who offered the Typhoon to Pakistan and still WOULD if the funds permit bro. The jet isn't much different to top of the line jets flown by the PAF e.g. Block 52. The UK has the main say in the project and the other countries wouldn't give a hoot Italy and Spain have great defence relations with Pakistan, and you have Germany, and they won't say much either, remember they offered the U-214, but funds didn't permit.
The French will bite the bullet when it comes to offensive weapons to Pakistan as both the SCALP and Meteor are cross European initiatives, it is not a French weapon and with BAE being so essential to the process that any fallout will mean the end of these projects. All firms within MBDA have intellectual property and right over weapons designed, and can sell without consent from partners on platforms they also have on the world market e.g. Typhoon. Otherwise the French would have objected the Typhoon and Rafale having the same weapons as they are direct rivals.
The jet has been evaluated by the PAF and flown by several air chief marshals and would be the perfect step had funds been there. However it is an expensive plan, the funds are not there. There are credit facilities available but again it's just a pipe dream.
