See, I was looking for an alternative reasoning. You had it going. Smart man. I agree, the best bang for the buck for Pakistan is not to continue to buy older Aspide based tech. But to further her relations with the Russians and get S-300 (ideally S-400 but don't see this happening this quickly). Or, TOT with China on a longer range SAM (S-300 equivalent Chinese version). And locally build and produce it and run your own industry. The next variant can be built inside Pakistan within 10 years after license producing the first long range variant.
Pakistan knows how to build missiles very well obviously. We all see the constant testing going on. The only thing they need is the Seeker tech and the Radar integration with fire control systems. That's where the TOT comes into play as I suggested above.
