All states and occupied territories you refer is relatively close from mainland USA Hawaii and Guam is under the 6000-7000 km away and only Alaska most distant but not comparable to Kashmir 13,000-14,000 km from mainland USA

Well that where Indian government needs to pull up the socks to make the deal very enticing for the USA.

Kashmir has a good location which makes it enticing for any prospective owner.

And what about the expenditure of building new military infrastructure/logistic in IOK, its cost billions for them hence its not viable option for them
