NEW DELHI -India and Israel are drafting a roadmap for Israeli commando forces to conduct specialized counterterrorism exercises for Indian troops.

Israel's Army chief, Maj. Gen. Avi Mizrahi, and Indian Army chief Gen. Deepak Kapoor will finalize the details of the exercises during Mizrahi's Sept. 9-11 visit here.

A senior Indian Army official said that under the proposed agreement, a select group of Israeli commandos will train Indian troops at different unnamed locations in India, including jungles, mountains and highly populated urban zones. Without divulging specifics, the Army official said the Indian forces will undergo intense close-quarter operations training with the aim of learning how to kill insurgents or terrorists without harming the local population.

The plan calls for the Indian troops to have multiple training sessions on a regular basis, the Army official said.

Indian Army has also taken a keen interest in the homeland security operations, armaments and surveillance devices used by Israeli troops.

India is the largest importer of weaponry from Israel. Last week, India awarded a $260 million contract to Rafael of Israel for 36 Spyder Air Defense systems for the Indian Air Force.

This is good news for the Indian army as the Israelis are well versed in COIN operations, tactics and have battle tested equipment.

jana, u know very well what i meant. the palestinian terrorists were not empty handed. they were a real threat for israel till the turn of the century. there used to be something like a bombing every other day in israel. plus these terrorists were supported by Syria, Egypt (till Egypt recognised Israel) and Jordan. When the Munich massacre was committed, they were considered amongst the most powerful terrorist organisation in the world.

now these terrorist groups have to confront Merkavas with stones. They are being eliminated like rats. That itself shows the efficiency with which Israel deals with terrorists.

India is doing some real fighting anyway. Israel got its butt kicked by rag tag militants with actual weapons in 2006.

I gues my friend you have also forgotten the history. It was Jews who were transported from all over the world to Palestine and they who occupied Palestinians land and government. Then they were supported by champions of democracy and peace to establish their occupation of the Palestinian land. When Palestinians started protesting they were labelled terrorists.

Palestinian freedom struggle has been going on since the creation of UN and is the longest pending issue before the UN.

Palestinians were never equiped with weapons that were comparable in performance with the Israelis. That is why they have been unsuccessful till todate.

What you call Israels efficiency is infact Israels inability to eliminate the freedom movement. Despite being far superior in weaponary and immunity from international pressure they have not been able to crush the Palestinians. Palestinians have devised ways and means to counter that by employing different tactics some of which though debatable are justified when considered in the wider context of freedom movement.

You forgot to mention that in Gujarat, First 59 Hindus were burned alive in the train by the muslims then the Riots erupted.....however by no mean I am justifying the killing of muslims or Hindus for that matter......these was one of the unfortunate chapter in our history and we common man cant do anything about the game played by the politicians.......and this things are not unique to India ...at the moment Gujarat is fastest growing state not only in India but in asia with rate of 11.8% and because of this hindus and Muslims both are benefiting.

Retired Supreme Court judge Umesh Chandra Banerjee, who is leading the government inquiry, dismissed suggestions that inflammable liquid could have been thrown at the train from outside.

"There has been a preponderance of evidence that the fire in coach number S6 originated in the coach itself without any external input," he said.

"The possibility of an inflammable liquid having been used is completely ruled out as there was first a smell of burning, followed by then smoke and flames thereafter."

Justice Banerjee said that according to eyewitness accounts people had been cooking in the carriage at the time it caught fire.

He said the railway authorities had "pre-judged" the incident, and criticised them for not conducting a thorough inquiry.

'Politically motivated'

Justice Banerjee's investigation was set up by the Congress party-led government last summer after it won general elections in India.

There is one probe going on into the conspiracy angle and another criminal trial is in process - was there any need for another probe?

Calling the report a disgrace, a spokesman said it was an unfortunate attempt to trivialise what he called one of the worst crimes in India.

Gujarat's inspector-general of police, Rakesh Asthana, also challenged the inquiry report.

He told the BBC the fire was an act of conspiracy and that at least 60 litres of petrol had been poured inside the compartment before burning rags were thrown in from outside.

He said forensic scientists in Gujarat backed the police findings.

The BJP and its chief minister in Gujarat, Narendra Modi, were criticised for not doing enough to restore order once the violence had begun.

Police were alleged to have simply refused to intervene or, in many cases, arrived too late to prevent attacks.

Only a handful of people have been found guilty in riot-related cases.

In 2003 the Supreme Court castigated the authorities for not delivering justice to victims. It has since moved one of the highest-profile riot court cases out of the state.

The riots were viewed by many as a serious challenge to India's record in protecting its minorities and left many Muslims feeling deeply insecure.

So your argument is that those stone weilding teens are terrorists? How ignorant one has to be to not hear about Palestinian homes being rolled over to make room for Israeli settlements? The stone throwing does not happen in Israeli areas, it happens when a Merkava comes to paletinian territories!

Gosh the lengths some people would go just to suck up...

And btw, these days Palestinians are firing rockets every now and then rather than suicide bombings. The ONLY thing Israel achieved was the killing of Yasser Arafat and the infighting that ensued between the Palestinians soon after.
