Did you also note how isolated this case is, that out of 3,000 people in the shelter only fifteen died, the fact that it happened during armed conflict between Israel and Gaza militants, and that Israel claims mortar bombs were being fired from nearby? A school, hospital, or refugee center loses its protected status in international law if these are used for military purposes. The measure of a "war crime" isn't the deed itself but whether a reasonable military commander would make the decision to attack for military purposes.

After all, if Israel REALLY wanted to commit war crimes it would be doing so whether or not it was bombarded, right?
