Saddam no longer posed any threat to Iran after the incapacitating hit he took during the 1990-1991 war and the subsequent 12 years of illegal US-imposed sanctions, which deeply ruined the country and its military capabilities.

In fact, before the illegal US invasion Iran had established a working relationship with Iraq in certain areas. It was in particular Iran which cooperated with Baghdad in letting some of the urgently needed goods (including medicine and food) cross the borders into Iraq, circumventing UNSC resolutions and thereby helping reduce at least to some extent the effects of the US-imposed embargo. This was confirmed by a former Iraqi official of the Saddam-era.

In other terms, it was Iran's own policies that made her benefit from the situation. Not US policies, which Iran helped turn into failures.
