There is no half way. radar is either up or down. Radar was up during the attack. it inclined a bit as result of missile hit.
Israel simply used to ignore S-200 before, since it is not a threat for planes who fly over Lebanon and Syria. But Assadists attacked planes over Israel, since then Israel successfully attacked S-200 several times.
There is halfway retard. Its between fully up and fully down. It was in halfway position even before hit and not active.
