That is the characteristics of all representative democracies where you vote for parties.Then your democracy is flawed. Simple as that.
You can vote for a party, but You cannot vote for a minister.
The party decides who will be their leaders, and they do it using democratic elections,
but only within the party, selecting the party leader and leadership group.
The leader will choose the ministers.
The elite will when they have no longer trust in the leadership challenge the leader
backing up a challenger.
Once the leader realize they lack the support, they will resign, or fight the challenger.
It is the core of democracy.
