For now, for now but wait a little but and you will be suprised. If funding is given they will develop very far, and they just recently recieved a 2 billion contract from UAEAF for similar weapon to JDAM bomb which they own all IP for. Imagine if they get a few hundred million contract for everything they will be able to expand to be the top missile manufacturers in the region with many employees and R&D.

Roketsan is much older as well, so they can't be compared yet.

The US sold guidance kits JDAM to Turkey .. ( $100.000 for per unite )
when Turkey produced its own guidance kits The US offered $20.000 for per unite

also The US sold HARPOON anti ship missile to Turkey .... ( $1+ million for per missile )
now Turkey produce its own ATMACA anti ship missile .. ( less than $500k for per missile )

ROKETSAN is one of a few companies in the world that manufacture advanced missiles from anti tank missiles to cruise missiles , from anti-ship missiles to air defense missiles and from anti-radiation missile to Ballistic Missiles

The US sold guidance kits JDAM to Turkey .. ( $100.000 for per unite )
now Turkey produce its own guidance kits .. ( $10.000 for per unite )

Well, no it doesn't make you the best but helps give money to R&D and money to hire more employees. Number of guidance kits, I don't know but probably in the tens of thousand range.

Also, French produce AASM hammer which is more expensive than JDAM so sometimes it isnt as good to produce your own but national capabilities is more important than cost of weapons.
