the altitude. iron dome, patriot, s-400 all are air defences with anti ballistic missile capability. a ballistic missile would fly over them and hit targets behind them. THAAD, Arrow and such systems are dedicated anti ballistic missiles. a ballistic missile mostly flies at least over 60 km of earth while patriot, s-400 and iron dome service ceiling is 40 km best.
designing a dedicated anti ballistic missile is really hard as missiles like topol-m rises at 160 km of earth also there is ionosphere that interferes in radar target acquisition.

Iron Dome is designed vs. artillery rockets.

Patriot PAC-3 intercepts tactical ballistic missiles at 10-20 km altitude. Israel developed David's Sling for similar purpose (which is much cheaper).

Arrow-3 intercepts tactical and medium range ballistic missiles in space (over 100 km altitude). It is similar to THAAD but again much cheaper.
