Great, according to Israel, Kashmir is occupied but Palestine isn't. The hell is wrong with this world?
The problem is tyrannical abuse of language.

In international law "occupied territory" is territory under the authority and effective control of a belligerent armed force. There are no Israeli troops in Gaza and large parts of Judea & Samaria are under Palestinian self-government. So under international law, Gaza, at least, isn't occupied by Israel.

So what's going on? The U.N. calls the area "Occupied Palestinian Territory". That's right, they aren't really occupied by Israel, that's just what they're named. Israel gets all the onus from "occupation" without actually doing it.
