It's not me who's claiming anything here - it's the boy's dad. OK, the boy was not immediately arrested, but he's still under threat; the very soldier who "backed down" told dad that if the settler keeps whining, the boy will have to be summoned and interrogated. And everyone knows what comes from here on - the boy may have to pass months in jail without charges, unable to talk to mom and dad, or even a lawyer, before finally being tried, and tortured and threatened even with rape by the Jewish captors. All this only because some settler felt insulted by the kid's threats. Hurl your insults all you want; you know that happens.
