Evidently, you neither have experience of the Judicial system nor the police system in Pakistan. One has to be able to convince the officer in-charge before an FIR can be registered.If you go to the police station and register an FIR against your servant you would be able to.
FIR doesn’t mean your servant becomes a criminal. He/She is ‘accused’.
The police and institutions responsible for investigation will perform their duty and your servant will be convicted or exonerated based on the evidence in the court of law.
Pervez Elahi is not in the picture. IK still cannot register an FIR case because the establishment has pressured the police to not register IK’s FIR case.
And Pakistan's laws are also quite unfortunate as persons nominated in FIR's are generally arrested for interrogation and investigation; basically, they are treated as convicted even before any actual investigation takes place.
An FIR for attack on Imran Khan was registered within a week of the incident, after the controversy had eroded.
