why do all ISI leadership come from army background... should not you recruit them from civilians as well... what about from senior police cadre.

Inter Services

Hiring is done from within Armed forces.

whats in a name, unless you have another external intelligence agency dealing with non military stuff...
interestingly current MI-6 (military intelligence -6) chief is a career diplomat/civil servant ..

Intelligence Bureau and Federal Investigation Agency is where Senior police cadre posted to head intel agencies. ISI follows more or less CIA structure.

even in case of CIA.. very few of their heads are from military.. most of them are lawyer, politician, bureaucrats...

I am sure Political cell is still active no matter what the politicians do they can't do anything about it.

@hinduguy

ISI is a military intelligence agency.
However it hires a lot of civilians for different roles and operations.

FIA and IB are two, civilian intel agencies.

Ex DG CT is now DG ISI
and DG (P) is not political but its personal
and there's also DG(S)

there are no rules in this business, whatever serves the national interests.
structure is for public consumption, operations are not.
