Pakistan's powerful spy agency is working with groups that support the Taliban and are killing American troops in Afghanistan, a US report says.

“All of this suggests that the Inter-Services Intelligence (ISI) is no longer certain the coalition forces will prevail in Afghanistan and that it is using militants groups in an attempt to expand its own influence,” the report said.

The report by the bipartisan Pakistan Policy Working Group also cites the Afghan government's allegations that ISI-supported elements that orchestrated an assassination attempt on Afghan President Hamid Karzai, and that the ISI had a role in the July 7 car bombing of Indian embassy in Kabul.

The 43-page report notes Pakistan may be the greatest challenge for US President-elect Barrack Obama.

The report came as Pakistani major media outlets said that the ISI had been cleared of any involvement in the Mumbai terrorist attacks by the US' Federal Bureau of Investigation (FBI). According to Karachi-based Dawn, FBI agents interrogated Ajmal Kasab, the lone surviving terrorist for nine hours in Mumbai. They concluded that he was a Pakistani national but ISI was not involved.

Political experts say ISI was accused of being involved in the Mumbai attacks due to its past associations with the Lashkar-e-Taiba (LeT), which received CIA and ISI support to fight the soviet-backed government in Afghanistan.

Pakistan's President Asif Ali Zardari said the US and its Western allies promoted extremism as a tool to counter the influence of the Soviet Union in the region.

"The world worked to exploit religion against the Soviet Union in Afghanistan by empowering the most fanatic extremists as an instrument of destruction of a superpower," Asif Ali Zardari wrote in an opinion piece for The New York Times.

The strategy, he said, worked, but its legacy was the creation of an extremist militia with its own dynamic.

Meanwhile, Frontier Post said in an editorial, "The Indians in cahoots with the Americans, and the British to some extent, are using this ruse to get at Pakistan's premier intelligence agency, ISI. Their ultimate aim is, of course, the Pakistan army's pulverization. But their immediate aim is to hobble ISI, the first line of Pakistan's defense apparatus.''

The USA is getting frustrated with its so called "allies". You shouldn't care about this report, I wonder why there aren't reports of RAW supporting Taliban although Indian weapons were found in FATA. Also Mullen is praising Kayani all the time, so I think, things are getting better now.

The ISI has maintained links with some Taliban factions in order to break apart the TTP (Tehrik-e-Taliban Pakistan) and stop their expansion. In terms of tangible support, the PA quite openly provided artillery and intelligence support to Mullah Nazir's faction in driving out Baitullah Mehsud's forces from large parts of Wazir territory.

Because of those and other constraints, the GoP has been reluctant to attack those Taliban factions - it has not assisted them in any way in attacking NATO troops, nor condoned their actions.

NATO is trying to bring waring factions inside afghanistan in political circle and other side of boarder PA under blame that they are negotiating with Talaban or helping them,it is double standard.Their should be uniform policy in this war for earlier peace.Negotiation is only solution left for NATO after blokade of NATO suplies from Khyber pass and no feasible alternative route of supplies.

Ok let us be a bit real with this article.
First it refers to a “Report”. But give no title to the report nor date of that report. That makes it already a point of question.

How much of this is pure journalistic licence, ie drivel?

OK there are 2 main reports running about at present and one is by the group “Pakistan Policy Working Group”. The other report is a Congressional Research Service report.

this is wat happens when u fail to achieve ur objectives. US is failin to achieve her objectives on all fronts and now the best they can do is to blame Pakistan and our ISI to get some respect from her tax payers.

I am just asking a question that terrorists are coming from Afghanistan and NATO could not stop them so don’t you think that we should support those groups who want to live peacefully with Pakistan?

If ISI's role is being questioned in the WoT; then so must RAW be subjected to scrutiny. India has made half a dozen 'consulates' operational all along the Pak-Afghan border regions, a massive effort that is nowhere to be seen in other parts of Afghanistan. In addition, India has 21 'front offices'; one only wonders what these 'front offices' do other than hand out cash to Baluchi fighters to destabilize Baluchistan.

There was a report quite some time back how an Afghan Army Officer was caught in civilian clothing along with an Indian citizen in the FATA region distributing 'hate literature'/propaganda to instigate attacks on Pakistan Army & government institutions.

I think ISI is successfully calling it Indian bluff and with the collaboration of PAK-MIL, it is disecting/segregating RAW trained TTP militants from the real Mujahidins. That's why cunning RAW in its desparation is trying to leverage its WESTERN BUDDIES by planting stories like above. Its shows RAW's inability and PAK-MIL doing good job there against Indian hegemonistic ambition. The following is an eye opener in that regard,

ISLAMABAD: According to informed sources Indian intelligence officials working in the disguise of diplomats in Embassy and Consulate in Afghanistan have set up a vast network to destabilize FATA, Northern Areas and Balochistan engaging dozens of Afghan-Indians, drug dealers and Afghan warlords. According to sources several agents hired by the RAW but captured recently in FATA, Waziristan and Southern Eastern areas provided extensive details claiming that the Indian had managed to penetrate deeply in collaboration with Indian allies in the region.

According to one spy who was recently killed by Taliban an Indian intelligence official named as C.R. Garg working as Attaché and P.S. to Indian Ambassador in Kabul had recently offered as much as US$2000-3200 per foreigner killed in Pakistan.

The spy was given a telephone number for urgent contacts. Another Indian senior official named as Malkit Chand also working as Third Secretary (Education) & Director (Indian Cultural Center) was engaged in transferring Pakistani Baloch students from Afghanistan to India for special training and financial assistance. Bloch students particularly the children of Bloch refugees are being offered up to US200-300 per month if they agree to proceed to India.

Chandra Mohan Mishra a Third Secretary at Indian Embassy in Kabul and J. Baby working as an Attaché (Technical) also held several meetings with Baloch militants during mid-2008.

Other Indian intelligence officials engaged in financing and sending Pakistani youths from tribal areas to several other Central Asian states and Middle East are posted in Consulate General of India, Mazar-i-Sharif are Dinesh Behari working as a Consul and D. N. Dutta working as a Vice Consul in Mazar-i-Sharif. Two spies recently arrested in tribal areas were carrying Thuraya satellite phone numbers 00-873-763095858 and 00-873-763095867 and 0700501385 which belonged to Indian intelligence officials inside Afghanistan.

Another Indian agents Sanjay Asthana working as Vice Consul in Habibabad, Jalalabad was in touch with his “assets” using phone/fax number of 0797638744.

An Indian official based in Herat, Manohar Gangesh working as Consul and posted at the Indian Consulate. He was in contact with local agents who organize secret meetings and trainings for so-called Islamic militants.

A militant leader claimed that he discovered the telephone number of a senior Indian intelligence official Raju Balakrishnan working as a diplomat and Vice Consul in Herat 0799427738 from the possession of a recently captured spy after his detailed interrogation.

According to a reliable sources early this year Indian agents working as Muslim militant leaders by the name of Yasin Khan (Original Indian name Amat Verma) and “Nasir” identified as “Santosh” were operating a massive network of terrorists in Jalalabad while another so-called “Islamic militant leader (original name Sudesh ) was also had been operating in Khost. Local Afghan commanders, drug dealers and military commanders of foreign country were well aware of their activities but overlooking the covert operations against Pakistan.
