The third option is that it is pure Indian deception to keep Pakistanis too confident of ISI. In any case ISI needs more civilian oversight.
That is an even stupider reason. How would that serve India's purpose in anyway? Not to mention the fact that Pakistanis are already very confident of ISI. What actually would serve India's interests would be for Pakistanis to turn against ISI, which they have been trying for a while to no avail. Which brings us back to 'Pakistanis are already very confident of ISI'.
