Well its a known fact . After arrest of kasab we all know the truth . But GoP always deny that. I wish CIA publicly announce statements of Hadley. So truth came infront of every one.

There is no evidence that the PA/ISI had to anything to do with Mumbai. This half baked conspiracy propaganda, that produces magical confessions after one year of Headley being under arrest and under interrogation by the CIA/FBI certainly is no proof.

But if this is how you lot are going to act on this thread, then sorry, no can do.

You do realize that if intelligence agencies are involved in supporting militants the agents are not gonna reveal their identity to the militants. OTOH, a better source would certainly help.

Lets wait for a neutral source or a official confirmation from GOI
. If GOI comes out with a official position then we know that they do have something. Will be interesting to see if state actors are involved, will definetly rest the NON state actor theories going around ...and its about time.

NEW DELHI: Pakistani-American terrorist David Headley has confirmed that Lashkar-e-Taiba terrorists carried out the Mumbai attack under the "guidance" of Pakistan's ISI.

Headley, who is being interrogated in the US by a team of NIA officials, has said that the notorious ISI was engaged with the Lashkar commanders responsible for the 26/11 carnage at "each and every stage of the plot".

The account of the terrorist, who receed targets for Lashkar terrorists across the country, corroborates India's stand about the involvement of Pakistani state actors in terrorism, trains the spotlight on LeT-ISI tandem, and explains Pakistan's unwillingness to clamp down on the Lashkar leadership.

Headley has mentioned serving officers of Pakistan army — Major Sameer Ali, Major Iqbal and Major Haroon — as those who collaborated with the Laskhar terrorists. Major Sameer and Major Iqbal figured in the dossier India gave to Pakistani foreign secretary Salman Bashir.

NIA's sessions with Headley tally with what he is learnt to have told the FBI, including the crucial bit about Hafiz Saeed being in the loop through the plot.

Whether the disclosures that undercut its denial will lead Pakistan to step up its cooperation with the 26/11 probe remains unclear.

Home minister P Chidambaram is to demand voice samples of seven Lashkar commanders including Zakiur
Rahman Lakhvi, Zarar Shah, Abu Al Qama and others when he meets his Pakistani counterpart Rehman Malik during his visit to Islamabad for the conference of home ministers from SAARC region. Pakistan has so far refused to give voice samples which could help investigators ascertain the identity of those who instructed the 26/11 attackers as they went about their deadly assignment.

Headley has also spoken of how post-26/11, ISI wanted Lashkar to disown the Mumbai attack to turn the global attention away from the terror outfit that Pakistan considers to be an important strategic asset to be used against India. With Ajmal Kasab snared, and investigations by India and FBI homing in its nexus with Lashkar, ISI planned to blame the carnage on al-Qaida. It even prepared a list of 4-5 al-Qaida figures who were to be projected as the conspirators.

Significantly, the ploy did not work because of resitance from Lashkar leaders, particularly Zakiur Rahman Lakhvi, one of the 26/11 masterminds. Lashkar leaders who have proclaimed themselves to be innocent and have accused India of levelling baseless charges, felt that the increased notoriety after 26/11 had raised the terror profile of the group and was going to help them with recruitment and funds.

Headley also admitted that while he had started off as a Lashkar recruit, he started drifting towards Al Qaida under the influence of Major Abdul Rahman Saeed. Saeed, who served with 6 Baloch Regiment of Pakistan army, took voluntary retirement in 2002 to devote himself full time to Al Qaida's cause. Headley, who respected Saeed for his "sacrifice", went high in the retired major'e esteem because of precise inputs he provided for the 26/11 attack.

Saeed, with the help of Ilyas Kashmiri, drafted him for the plan to attack Danish newspaper Jylland Posten which published controversial cartoons of Prophet Mohammad. This, when Headley's original handler Sajid Mir wanted him to focus on Lashkar's anti-India mission.

During his Pakistan visit, Chidambaram will also ask Islamabad to locate and arrest 13 absconders found guilty by Indian courts.

If ISI would have been involved in 26/11 I am pretty damn sure you won't be able to give a single so called dossier to Pakistan. No Ajmal Kassab No Headly for sure.

He is an American citizen who the FBI says helped Pakistani militants plan the 2008 attack on Mumbai. Nevine Mabro looks at the life of David Coleman Headley.


His story is the stuff of Hollywood - or perhaps Bollywood.

He's an American citizen who the FBI says helped Pakistani militants plan the 2008 attack on Mumbai which left over 170 people dead.

David Coleman Headley - a white-skinned, American-born Pakistani - is accused of using his western appearance and US passport to enter India and conduct surveillance of potential terrorist targets. He then gave the information to the banned militant group Lashkar-e-Toiba (LeT), prosecutors say, who carried out the attack.



Headley (photo: copyright NDTV) is now in prison in Chicago, accused of conspiracy to murder and maim in the 2008 Mumbai attacks. He is also accused of plotting to blow up the offices of the Danish newspaper, Jyllands-Posten, that published cartoons of the Prophet Mohammed which offended many Muslims.

US prosecutors say 49-year-old Headley trained in terror camps in Pakistan in 2002 and 2003. He then worked with top leaders of the group plotting attacks for LeT in India, they allege. They say he travelled frequently to Mumbai from his home in Chicago, posing as a businessman and sometimes as a tourist. He rented an apartment in Mumbai and made friends in the city.

Channel 4 News has learnt that just two months before the terrorist attacks, David Coleman Headley told two of his Indian friends that terrorist attacks would soon occur in their country. Unknown to them at the time - it was a chilling warning of an attack that became India's 9/11.

Rahul Bhatt and Vilas Varak met Headley at a Mumbai gym. In September 2008 they were driving with him through the city when he started talked about a recent bomb blast at the Marriott Hotel in Islamabad.

Bhatt says Headley turned to them and said: "You know guys, you're going to see things like that happening in this country soon."

They were driving in South Mumbai - the site of the co-ordinated assault on November 26.



Mr Bhatt says, "I found it strange at the time...I said "how do you know this?" He said "on the internet, you know"."

Just days after the attack, Bhatt and Varak - both in their 20s - received an email from Headley.

"Hey guys, so sorry to see what has happened in Mumbai. We should go over there and kick their ***. I should be coming there in a couple of months....Stay safe, Dave."

What Bhatt and Varak did not know until Headley was arrested two months ago was his alleged role in the attacks.

They say they are shocked at the accusations aimed at their friend. Headley, they say, hid his Pakistani and Muslim heritage from them. To them he was all-American who shared an interest in fitness, guns and action movies.

Early life
David Coleman Headley was born Daood Gilani in Washington DC in 1960. His father was a Pakistani diplomat and poet. His mother an American woman from Philadelphia.

He attended the Cadet College Hasan Abdal - an elite military school outside of Islamabad where he became friends with fellow classmate Tahawwur Hussain Rana. Canadian-Pakistani Rana is also accused of involvement in the planning of the 2008 Mumbai attacks and is also being held by authorities in Chicago.

Headley's parents divorced when he was young and his mother returned to the United States. When he was 17-years-old he joined her in Philadelphia where she ran a bar called the Khyber Pass.

Friends say he was shocked at his mother's lifestyle - and found the adjustment from Pakistan to the United States a difficult one. He is now married to a Pakistani woman and they reportedly have four children but friends say he also had American girlfriends.

He got mixed up with drugs, dropped out of college, and ended up trafficking heroin. He was caught twice and agreed to work for the US Drug Enforcement Agency. He provided much needed information on the Pakistani drug trail - and received a reduced sentence in return.

Alleged terror links
Little is known about his life after his time in prison. Around ten years ago he reportedly became involved with the militant group Lashkar-e-Toiba. And according to court documents he made his first trip to their training camps in Pakistan in February 2002.

According to prosecutors in Chicago, he became a surveillance scout for the group - and the Mumbai project was first mooted in 2005. He changed his name in 2006 from Daood Gilani to David Headley, "in order to present himself in India as an American who was neither Muslim nor Pakistani" according to the Chicago court documents.

He made five trips, taking video and stills of various targets. Court documents show he took a boat trip through Mumbai harbour scouting out landing points for the attackers (the ten gunmen arrived in Mumbai by boat from Pakistan).

He also took photos of the Taj Palace Hotel, the Oberio and pretended to be a Jew in order to stay at Chabab House, a Jewish community centre in the city that was also attacked.

After each trip, prosecutors say, he went to Pakistan and briefed his LeT co-conspirators on his findings. After the November 2008 attack on Mumbai, he returned to India to scout out new targets - including the National Defence College in Delhi and tourist sites popular with Israeli tourists.

But by this time - it wasn't just Lashkar-e-Toiba that David Headley was working with, prosecutors say. He was allegedly also involved with another Pakistani militant group - HuJI - headed by wanted militant Ilyas Kashmiri (pictured below).


Wanted in India
Headley travelled to Waziristan - a remote tribal province on the Afghanistan-Pakistan border - to meet with Kashmiri, prosecutors say.

The two men were allegedly meeting to discuss another attack - this time on the office of Danish newspaper Jyllands-Posten.

But this didn't happen - and David Coleman Headley was arrested in October 2009 at Chicago's O'Hare International airport as he attempted to board a plane to Pakistan.

Indian authorities want to interview David Headley but US officials have so far refused them any access to him. Indian authorities say they are keen to talk to him - to quiz him on his links in Pakistan, especially to the Pakistani ISI directorate who India accuses of supporting Lashkar-e-Toiba.

Headley has pleaded not guilty to the 12 federal charges. Authorities say he is cooperating in the case, which could carry the death penalty.

Nothing will happen if headley starts singing.The US will not do anything as they need Pakistan .We have to defend our country on our own.It took several months for Pakistan to acknowledge that the terrorists were pakistanis ,that itself shows her seriousness .We need to learn something from Israel.We need an agency like mossad which will enter Pakistan and eliminate terrorists before they can even enter our country.

I dont understand why CIA and India would waste so many resources after ONE MAN just to prove something that didn't happen ?

If what you say was true, wouldn't they save a LOT of money framing someone working with them and making him accept the charges quickly ? Why the story about his life, what he did in India, what he has to do with Pakistan, etc etc ?

I assure you David Headley is a genuine man who until a year ago used to live in this world just like all of us. I have worked out in the same gym with him. This is not a f****** CIA or RAW conspiracy.

The USA is already putting pressure on Pakistan through diplomacy and aid treaties such as K.L ..It does not need to do anything more to put pressure on Pakistan because just like members on this thread say they dont care about Headley or the Mumbai attack.

Internal Militancy is Pakistan's only priority, like all Pakistani members here agree.

Ajmal Kasab has challenged his sentenced and asked for two more lawyers even when the whole populace wants him dead. You don't have to worry because he will keep getting his chicken biryani's in his special jail in the near future.
