The argument about the purchase really seemed absurd, or I did not understand it correctly?
It is Pakistan Army, not US army that it will get a foothold in Balochistan. The PA has Pakistanis of all ethnicity in it and what harm could there be if they are stationed there just like they are in Punjab, KPK and Sindh?
If foreign investors are brought in Balochistan it would benefit Balochistan rather than hurting it, and also Pakistan in the greater scheme of things.
If the same argument is applied to other provinces regarding land ownership, then everybody would be confined to their provinces and it would not be your or mine or our country, it would your or my province.
As Hasnain0099 said, AJK is disputed territory hence Indians cannot buy property there, but Pakistan has always been a part of Pakistan.
