i think no one ruled places like mongolia, aman, etc which are too unattractive for any invaders.... so locals ruled it.

anyway no one ruled italy.. yes their govt was part of axis, but they ruled themselves, the conquest of italy was actually just change of government from axis association to allied associates... and before that the entire italy was not captured.. but just some parts of it were annexed and reconquered.

Depends on the definition of conquer/colonise i guess.
Persia was conquered by Alexander and ruled by his satraps for a while.
Japan surrendered in WWII and Allied forces stationed there.
Denmark was occupied by Nazi Germany, but they did not put up much of a fight.
