A force with greater fire power comes into a town lets say Russia/China/USA, talks to the villagers and say "you have ISIS members so you hand them over by sunset tomorrow or everyone in the town dies tomorrow night." The town 95% of the time brings you their limp bodies within an hour. the invading forces barely even have to lift a finger.

Romans did it to all their enemies so has the mongols, persians, arabs, chinese, turks etc. ISIS is very weak and as we agreed, they survive because we allow them to survive.
