What happened on Sept 11, 2001, was both an incompetency and an inevitability.If 9/11 was an Incompetency, what about 5/2? Same " in-competent" US department had found Bin laden under ISI's a$$.
It was an incompetency in the sense that the entire intelligence and law enforcement structures failed to communicate with each other regarding information each perceived was relevant. The operative word here is 'perceived' because in the intelligence gathering and analyses businesses, rarely are anything is concrete. Facts must be independently verified before each factoid can be correlated to other factoids before even a hypothesis, not yet a theory, can be formulated and forwarded to the appropriate leadership.
It was an inevitability in the sense that airliners have been hijacked before, going back as far as 1929 with a Mexican mail air transport. If the will is intense enough, a hijacker will succeed, even El-Al realize this but even though they take security seriously, they know that it will be only a matter of time before their history of no successful hijacking will be broken.
