Iraq came close to right ?

They only prevented it after gassing thousands of Shi'ites and Kurds. Okay with a certain nationalities I guess, but most would not buy peace at that cost.

Here Iraq has been in a bloody civil war since last 13 years.

You're omitting the fact that Iraq went through an invasion and a preceding decade of sanctions. Iraq's militancy can hardly be attributed to lack of a 'secular' dictatorship.

Iraq in 1990s was far better than Iraq today.Besides there was no international terrorism stemming from there as it is now.

Not proof that Saddam's 'secular' dictatorship was superior. Since Saddam's 'secular' dictatorship helped contribute to what's going on in Iraq right now, I think Iraq's current state could show such dictatorships only contribute to future problems. If Iraq was a functioning democracy, it would probably not have waged a war with Iran in the '80s, faced sanctions and an invasion in the '90s, faced another invasion in the 2000s and a militancy right now.
