The 2003 new gov was founded by Iraqis who were abroad, opposition whom saw a chance in seizing power and through that one of the undeclared prerequisites to make it into parliament is to have been from the opposition which were mostly abroad either in the UK or Iran.

All the influential people over there have dual citizenship, the head of ISOF has American citizenship.

The Iran lot in Iraq's gov has no Iranian citizenship as it's not that valuable to start with, but no different than the other opposition that was in the west.

This probably explains, in part, the terrible performance of the political class that ruled this country for the past 15 years, they have differing loyalties to external entities each having conflicting interests that ultimately lead to this extraordinary ability to not agree on anything useful.

Its terrible enough having a dual citizinship parliament member, but a line needs to be clearly drawn on key positions like the PM, parliament chairman, head of the intelligence agency and others... this shoudnt even be a matter for debate in any nation that is not a banana republic.

That does not mean that you cant have disloyality among non-dual citizenship Iraqis, you do and we have many of those... its simply that having one represents a clear risk factor, and when that citizenship belongs to the nation that ruined the country, it becomes 'disgraceful' to even think about it.
