Velayat - also known as Mowj 2

Jamaran is the name of a domestically produced Mowj class, multi purpose corvette / light guided missile frigate launched in early 2010 in Bandar-e-Abbas, Iran. Iran said that the design and building of Jamaran and the missile boat Paykan were among the greatest achievements of the Iranian Navy and the ship's launch marks a major technological leap for Iran's naval industries It is the first ship of its class. More ships in its class are under construction. The ship is designed for a crew of 120-140.The Jamaran class combines anti-submarine assets with other systems of weapons capable of dealing with surface and air threats as well.

It is a more a light patrol frigate or corvette rather than a destroyer.

I think the major element is the anti ship capabilities of these destroyers, and they also seem to have 20-40 ships small ships all loaded with missiles for anti ship operations

I was not aware they had these being produced locally

Actually the confusion stems from the Persian/Farsi word for a military vessels, ناوشکن کشتی , which is usually translated into English as a destroyer irrespective of the actual widely-accepted characteristics of one (i.e displacement). The Iranian English-language media usually makes translations from the original Persian based on the closest matching words. The Iranian English-language outlets can be held to blame from the misconception.

Using western terminology, the vessel is a Moudge Class light frigate primarily meant for patrol and anti-shipping duties.

I thought that first too. But it is wrong. Persian word for frigate is ناوچه , "Navche". But it seems that Iranian officers just want to make things bigger for example by Naming Paykan ناوچه which is completly false.

Anyway I think it is better for Iran to have smaller, Faster vessels. Used for Asymmetric warfare rather that conventional. Just look at the result of Operation Praying Mantis.

Only difference Iran is producing it's own destroyers while the Gulf states are importing.

In terms of purchased-technologies then yes indeed. In terms of possessing indigenous technologies utilized by local and varied military-industrial base, then no.

Velayat in Farsi/Persian means governance and when put in political-geographical terms a governorate. It is an Arabic-derived word with the root, wilayah or "under governance"

Ahamadinejad is neither responsible nor does name Iranian vessels. The term Velayat as explained above has nothing to with the Shi'ah view of Imam Al-Mahdi (As). Also, as to the last bit, to lower a religious belief by terming it as "mythology" is severely offensive.

Actually this is a misunderstanding on your part concerning Iranian Farsi-based naming conventions of its vessels. The English language naming conventions or those used by say, NATO, are not the same as in the Persian language and this is due primarily to a lack of exact word translations. The term, Noshagan refers to vessels ranging from Frigates up to Destroyers and even incorporates larger vessels (such as Cruisers) for now--given the non-introduction of newer terms for ships. The term "Navche" ranges from smaller patrol craft (say small missile boats) up to corvettes. All naval vessels smaller in size, such as some Sepah Pasdaran boats are simply "Kashti." Iran is not alone in this matter. Similar conundrums are found with some Russian naming conventions of their vessels. The English translation which is used should be more accurate though without a doubt. The Moudge should be referred to as a Frigate or more accurately a light Frigate. As for making matters appear larger by names, I do give veracity to that argument but for different reasons.

Agreed. The Moudge class represents more of a test-bed or Iranian experimentation rather that an effective front-line vessel meant to engage with it's technology superior and more numerous foes. The Iranian naval development projects primarily remain committed to smaller more cost-effective and maneuverable vessels nonetheless.
