There are Iran-friendly countries in the region, and hundreds of millions of Muslims abroad, like in South East Asia. If Iran is going for the "Halal Tourism" niche Turkey, Dubai and Morocco do not sit well with that since they have mainly secular or western-style tourism on offer.

Turkey and UAE has been popular for quite some time. Turkey especially has been promoting halal tourism across different media platforms.

All three were in the 2016 Top 10 destination recommended for Muslim travellers[Pg 15]

Don't know about the Indonesians, but the Malaysians are massively anti-shia they aren't coming to Iran. I think it's nice that Iran caters for people looking for 'halal tourism' but I don't think Iran should be relying on capturing this market. I don't think it'll prove to be fruitful. I hope I'm wrong, though.
