The antenna structure of those satellites needs to be analysed and their possible military applications. . Part of the narrative might be true like jamming, sar or long term radiation to certain area. Although each satellite needs a very high power output to do it. They sort of need a nuclear plant to do some stuff like sniper mode and get through atmosphere. If they have nuclear plants the satellites can be detected from ground to possess nuclear and it cant be explained by civilian usage. Long term radiation to an area can be detected by ground sensors. Sniper kill would be a one time shot to kill a soft target and all satellites would be potential targets afterwards. Long term real time targeting of a person cant be made easily. They would need to track the persons phone(gps/cellular network) to get the position, identify the target. People that suspect this can use plane mode or close the phone taking out the battery or similar. Satellite sar-optical imaging dont work like drones they get snapshot pictures and find static targets like air bases , static sam installations. It is hard for them to track moving smaller targets.
Launching mini-satellites with a coil gun and with each one containing 100+ mini sphere bullets would be the answer.
Hobbyists make coilguns but satellite deployed ones would ofcourse have considerable amount of speed. Each mini spherical bullet fired from the coil gun will have its speed in addition to the speed of the orbiting satellite. Each bullet will be a satellite itself orbiting the planet with its own trajectory. Altough these are dumb bullets their trajectory can be calculated to collide with known orbit enemy military satellites with cost of bullet being very low. Later on smart bullets with pressuresed air control can be developed that can correct its course to collide with the target.
Special satellites can be made with low observable geometry and ram material making them harder to be targeted. Additionally coil guns can be installed inside communication satellites covertly just like spacex guys install different stuff inside them. Research should be done and if the space militarization of usa threat is found real deployment should be done accordingly. There are laws against space based weapons but this would be a defensive weapon targeting only military satellites.
