Its obvious that he has a rather poor command of Azerbaijani Turkish.
As Shahin Vatani mentioned, he served as governor of Azerbaijani regions for years, which could explain his slight knowledge of Turki (perhaps he understands it better than he speaks).
As for Ahmadinejad's ethnic origin, he is a Persian from the Persian region of Semnan.
