Excuse me but either Iran or North Korea can´t replicate the RQ4. RQ4 it is more than a big UAS.

It has extensive IA assited flight controls and terrain and signals processing system. The RQ4 can, probably work completely autonomous, disconected from the satellite constellation. It was not "hacked", it was GPS-mil spoofing through a replay attack.

And you're right in some way.

Maybe some hardware engineering pieces can be replicated.

But software / data proccessing system is not so easy.

It's like if someone give you a Windows DVD binary and ask in return the complete source code, it's impossible, it can be reverse engineered some pieces of code, but far from the whole system.

From 1980s to early 2000s ,Chinese were immature in weapons industry so they were ready to share the risk
Pakistan joined their projects like JF 17 Thunder & Al khalid tank projects and some help in Sub Sonic Cruise Missiles (major help came from South Africa)
From this Sino Pak cooperation,we became established in structural engineering and a network of production facilities.
But we missed one basic yet too important part "designing & Flight Control Systems development phase"
Nowadays Chinese are established,so they are more willing to sell us than to have joint venture so we are left with reverse engineering of their stuff like A2A Missiles and Rocket Artillery.

Then came early rise of Turkish Arms industry post 2010.We got major design skills from Turks in naval field like our Milgem and Jinnah Class vessels.Now Turks are not fully established yet,they are more willing to have joint ventures with us like in their KAAN Project
Once Turkey is established,they will be more willing to sell their stuff to us than to have joint venture.
Then we will need new partner for joint venture and if our relations with Iran got established with time,that new partner can be Iran also.
