Iran is the process of building a major Navy which include destroyers and heavy submarines.

In order to learn the process they first started by replenishing their frigate fleet which has been languishing and is actually a good size ship for PG/Gulf of Oman and Caspian Sea.

As for smaller specialized warships you really can’t get any smaller than the Mowj frigates. And iran already produces missile “boats” and fast attack craft (FAC).

From what can be see coming from the Iranian navy, they appear to have ambitions far beyond the Persian Gulf and surrounding regions hence given the large destroyer and submarine projects. The small specialised warships and submarines you speak of will serve to protect Iran in the Persian Gulf and Iran's current fast attack vessels and midget submarines mostly fit that description.

Frankly speaking, Iran's supremacy in the Persian Gulf is unquestionable. Only a fool would believe any navy would stay in that region and not be defeated by Iran in a conflict. We just need to work hard to maintain this deterrence as nothing stays the same in life. Moreover, let us not forget that although the missions of IRGC and IRIN do overlap, in reality I believe IRGC-N's main focus is to protect the Persian Gulf and the IRIN will pursue their long term blue water navy ambitions. Thus your tactical suggestions should be aimed towards the IRGC and not the regular navy.

They have enough power for fending of the pirates of Caribbean ,you see the flag is enough to fend of those pirates in peace time.
