No specs yet but it is not a cruise missile, it can be launched from both airborne and ground based platforms as seen in the footage

Hamas only uses such weapons as last resorts in an event of a war. Your statement has no basis since Israel is an expansionist entity which brings death and destruction to us whether we like it or not. Had they been an independent state they would not be an occupying power and would declare their borders just like every other state in the world. But, they don't, because they want to expand their borders first.
