Quite simply, I don't believe you. The quoted letter from the H.E.C. - you can find it in Dawn's archives - not only forbids portraying Israel in a favorable light, but implies all official Pakistani institutions enforce this.
So what would actually happen to the student or teacher who defended Israel in their classroom? If someone assaulted them (or worse), would they not be excused for the crime, on the grounds that their victim was a Zionist and this was official written policy? And just how free is Pakistan's press from charges of "treason"?
