Iran studies Russian offer of new missiles instead of S-300: TASS

(Reuters) - The head of Russia's Rostec conglomerate, Sergei Chemezov, said on Monday Moscow has offered Iran its latest Antey-2500 anti-aircraft missiles instead of S-300 surface-to-air missiles, and Teheran is weighing the decision, TASS news agency reported.

"As far as Iran is concerned, we offered Antey-2500 instead of S-300. They are thinking, no decision has been made yet," Chemezov was quoted as saying.

First time the offer of Antey-2500 systems is made official. Russia reportedly offered the same system two years ago as well, but Iran apparantly kept on insisting the delivery of the S-300P systems, as they still do today. Not sure whether Iran needs a system (Antey-2500) that is primarily designed to shoot down tactical ballistic missiles and protect army formations on the offensive.

Russians are probably issuing these press releases for the case pending in European court. It seems they want to bargain with the West as well, and are using the Iranian missile deal as a way of reminding the West with Russia's other cards.

For Iran, just staying firm on the lawsuit is the best course of action provided Russia does not hold on to the agreement that the 2 countries recently signed.

This offer was made 1 or 2 years ago and Iran said no .
I believe this offer only can be considerable if Russia agree to ship the latest models of the missiles with the system not the older generation of the missiles that come with the first batches of the system .

we are pissed about the scrapped deal .

when you make a deal , you STAND by it , you don't chicken out like little girls . we would never even mention it if they simply refused to sell us anything .

as an example , many years ago iran asked for CIWS too , they refused and no one said anything about it . they simply didn't want to sell it to iran and thats it .

we are working on our own CIWS now . but when you make a deal , you stand by it .

A deal as such for weapons is equivalent to a licensing a software. When you 'buy' a software, you don't own it. What you have actually done is licensed the application, essentially paying for the rights to use the software according to guidelines determined by the owner. The owner of the software remains the seller that holds the copyrights, giving them the sole legal authority power to sell, distribute, copy and/or change the content of the software.

You have the license to use and abuse the the weapon as per your wish. You may even modify it under the right circumstances. You most certainly do not get to RE the thing and reproduce it. That is a part of the deal.

if so , iran will indeed respect that . but modifying is a different issue .

as iran had modified its S-200 AD systems extensively and even russians have praised the move . but for modification you need to know the system completely , and hence the bargaining in deal .

if russians were afraid iran will get the tech , they should have never made a deal in the first place .

By international regulations , you don't get to sign a deal and scrap it later when it suites you .

ABU DHABI, February 23. /TASS/. Russia has offered Iran its latest Antey-2500 anti-ballistic missiles to replace less powerful S-300 anti-aircraft missile systems, the head of Russian state conglomerate Rostec said on Monday, adding that Tehran was now considering the offer.

Speaking at an international arms show in Abu Dhabi, capital of the United Arab Emirates, Sergey Chemezov noted that conflicts in the Middle East had helped boost Russian arms sales.

"I don't conceal it, and everyone understands this, the more conflicts there are, the more they buy off weapons from us. Volumes are continuing to grow despite sanctions. Mainly, it's Latin America and the Middle East," Chemezov told journalists.

"As far as Iran is concerned, we have offered Antey-2500 instead of S-300. They are thinking. No decision has been made yet," he added.
