Every country will have its place in the world unless it is annexed by another country which is an unlikely scenario nowadays. So you may want to define "place".I respect this member,followed many of his posts,and learned things,maybe he should refrain yes from using some terms like "low IQ" to keep the debate cordial.
Every countries/empires in this world had their time of glory and decline.
Of course France will decline as other powers will emerge but will still have its place in the world.
Despite unfavorable economic policies during this term,France still remains the 6th economic power. (Or 5th,'thanks' to Brexit)
That is laughable to say we are relevant because of the EU....
We are a P5 member,have the biggest EEZ in this world,the second biggest diplomatic network in the world,a cultural power,one of the most visited nation in the world,we possess nuclear weapons,an independent military industry.... one of the strongest army in this world,having capabilities some countries can only dream of....among the leaders in innovation.....
France is admirated through the world because of its history,its architecture,its gastronomy,it's culture,its intellect,its diversity,its science,technology,its industry,its welfare system,its public services,its health services,its quality of life,way of life and I could continue....
A country of 66 million souls...

I don't mean any disrespect to France or any other nation. But as an observer and someone who has done extensive historical research as an amateur in the field, France is no longer the power it used to be even before WWII. You may have a thriving economy, independent military and etc but the fact is that you have lost your independent status in world politics. You no longer represent a pole in international affair and at best are a member of US camp, following their policies.
And like the process of rising into a world power rank, declining from that position won't happen over night. First you lose your place as an independent power, then you fall further behind as rest of the countries pass you by and finally you reach a point where you realize you no longer are relevant in world affairs. So don't name what you have today. You are like the child of that famous billionaire who has inherited everything you have today. Tell me how many of them do you think you can keep in next 2 centuries? For now, all I see are negative trends.
Mind you, Iran used to be the world's cradle of civilization and scientific progress for almost 5 centuries after it lost its position as a superpower. As I mentioned above, we developed Chemistry, Algebra, Accounting, Base 10 calculation and many other significant advances during the same period. But eventually we fell further an further behind to the point we couldn't even defend ourselves against European powers.
As you mentioned, every civilization has rise and falls. Catching a country at its down time and then concluding that its people are low IQ is as wrong as it gets. In another 2 or 3 centuries, future children of Iran and India may use similar terms for countries like France same way that your friend that you respect is using for Iran or India.
