Nope. Medical Technology is not sanctioned. Unless that is it includes equipment which deals nuclear medicine...which then falls under nuclear sanctions.
There is a comprehensive list of sanctions on Iran by US, EU and UNSC available online on credible websites, nowhere does it mention medical technology as being sanctioned. Also, US sanctions differ from EU and UN sanctions, not to mention that certain countries have ignored these sanctions and carried on trade relations with Iran. Plus, a decently good university like Univ of Tehran will have subscription access to most scientific publications and these are freely available to qualified people working there.
So how does this mean that medical tech is being sanctioned?
