Bangladesh isnt under heavy sanctions or sabotaged from advancement in all areas, including the medicine. Therefore saying Bangladesh is doing better just by having 1% more sufficiency in medicine doesnt really account for the different situation.
And if your expectation is that Iran should produce 100% everything they need is unreasonable. I'm sure Iranians are trying to achieve that, but there is no country in the World with absolute self-sufficiency, not even US.
From 96% to 100%, there is only room for 4 percentage point rise in self-sufficiency. Bangladesh is not under sanctions, but under incompetent stooge regimes which harm industrial development, amongst other things, with their servile attitudes to the West, India and other malicious actors. Iran's regime is not a stooge to the West or any other, so in that way, it is under more favourable situation.
Secondly, if you read carefully, I did not say that Bangladesh was doing well, rather that nobody claimed Bangladesh is doing well despite 97% self sufficiency because most people (who are well aware of this issue) know that Bangladesh could have achieved a lot more including 100% self sufficiency in pharmaceuticals.
There are actually many countries with 100% self sufficiency in pharmaceuticals production and development, but if you talk about 100% self sufficiency in all fields, then you are right, there is no such country, but nobody can deny that some countries are far more self sufficient than some other countries.
