Few things to clear:

An Agency operating in a country doesn't mean they're supported by the country. RAW also heavily operated in Pakistan itself during 60s-90s. So does it make sense that we sponsored them for our own destruction?

Come on guys they're the Intelligence, its their job to deceive. Kulbhoshan was a spy and he was tasked to remain discrete in Iran with a fake passport and identity. It doesn't mean that the Iranians had him sponsored.

I've read the whole book about those incidents and below are the points to note.

1: Every Intelligence has its spies working as Embassy staff in every country like the ISI in India and RAW in Pakistan

2: After the revolution, Iranian Intelligence kidnapped RAW officers under diplomatic immunity while they were trying to gather Intelligence on Kashmiri fighters based in Iran and to support Commies in Pakistani Balochistan

3: Iranian Intelligence tortured several Indian Agents while their ambassador failed to protect them

4: During the 90s and General Aslam Baig's tenure, ISI and Iranian Intelligence cooperated on peak for Kashmiri struggle. Masshad and Qom were full of training camps of Kashmiri Mujahideen and the Iranian Agents along with ISI were being pain in the azz for Indians in Kashmir

5: General Baig signed a secret pact with Iran that all Pakistani Air bases will be transferred to Iran in case of a full fledged war with India.

6: Iran had a complete brigade reserved to assist Pakistan in it's semi conventional or minor conflict with India

7: All these pacts and agreements were ignored/derailed when a pro Western leader Benazir Bhutto got elected in Pakistan. Not only she assisted the CIA against Iran but ignored all Pakistani Iranian pacts against India instructing ISI not to work with Iranian Agents in Kashmir which let India get some relief.

8: After Benazir, Nawaz Sharif got elected which further derailed the relations when 20 Iranian Air Force cadets were massacred in Pakistan during their journey. Later, Iranian Diplomat was gunned down in Lahore while cultural center torched in Karachi.

9: A complete conspiracy was set up by the Americans and Indians to keep Pakistan alone in the region and have solo operations in Kashmir since Indian couldn't handle 2 players like Iran and Pakistan in the valley despite having huge strength of troops.

Afterwards, Musharraf came into power who was an absolute Pro Western leader and upgraded the cooperation to a new level by assigning Spy bases to CIA in Balochistan against the Iranians.

During a Pakistan - Indian war, Iran will for sure issue neutral statements but behind the scenes give support to Pakistan. After all it is a muslim nation.

There is this strange rumour of some weird unknown indian RAW presence in Iran. Honestly, it is a joke. Iran doesn't tolerate such nonsense, especially against neutral/friendly countries like Pakistan. Pakistan is not an enemy state so that is out of the question.

The issue is not Iran or Iran is supporting and knowingly allowing them. The issue is that Indian raw is doing it under cover, even Iran is unaware of it.

I will offer my 2 cents as well.

Dealings between Pakistan and Iran are akin to 50 SHADES OF GREY. The border is poorly fenced and monitored; smuggling activities continue; pilgrimage from Pakistan to Iran is a given (Shiite faith); terrorist elements including BLA are also able to slip through potential gaps or lapses in monitoring causing tensions between both countries from time-to-time*.

*This is a dimension which few care to expand upon. This is an issue due to which late Qasem Soleimani issued a warning to Pakistan not long ago (in poor taste). Pakistani criminal Uzair Baloch having connections inside Iran was an eye-opener to many in Pakistan (credit to Pakistan Rangers for getting to the bottom of this matter). Indian presence in Iran have only compounded the problem. Intelligence agency such as RAW can operate inside Iran under the guise of 'cooperation and service' to Iranians while exploiting this dynamic to its advantage and do its bidding inside Pakistan. Does not take a genius to figure this out.

Iran and India have bilateral relations of which Chabahar Port is a crowning achievement as of late. If not for American sanctions on Iran, this port would have expanded to great extent by now. Are people sleeping?

Pakistan has offered inter-connectivity to Chabahar Port in good faith by the way. But this is difficult to achieve due to Indian angle to it.

Pakistan desire a stable and prosperous Iran in official capacity no doubt. However, this dynamic is to be reciprocated. India have a solid footing in Iran and regional implications of this bilateral relationship, is going to raise eye-brows inside Pakistan whatsoever.

Pakistan's greatest challenge and fear is encirclement of it by India all the way through Iran and Afghanistan.

I felt compelled to respond to that. A fellow Pakistani should know better.

Immediate priority should be to fence Pakistan - Iran border in FULL to counter cross-border movements of terrorist elements in the region. This will reduce tensions between two countries in the long-term. Pakistan and Iran can work on bilateral relationship from this point on-wards.

TEHRAN: Foreign Minister Mohammad Javad Zarif said on Sunday that Iran has been negotiating a 25-year accord with China whose terms will be announced once a deal is struck.

“With confidence and conviction, we are negotiating a 25-year strategic accord with China,” Iran’s top trading partner, he told a stormy session of parliament.




China is also a key market for Iranian crude exports, which however have been dampened by US sanctions imposed after Washington’s 2018 withdrawal from a nuclear deal with Tehran.

An accord with China has been a hot topic on Iranian social media since populist ex-president Mahmud Ahmadinejad last month denounced negotiations underway with a foreign country.

But Zarif, who came under fire over the 2015 nuclear accord which Iranian conservatives had opposed, insisted there was “nothing secret” about the China deal.
