as much as it pains me to agree with anything debka.... anyone that has any knowledge of domestic Iranian politics will see a lot of truths in this...
Khamenei is not a saddam Hussein/kim jong il like total dictator...
he absolutely does get his power from balancing various forces in the country against each other... infact if 15-20~ years ago you would have said that someone like Rafsanjani was probably the most powerful man in iran.... you would not be shocking many Iranians...
by this time khamanei has consolidated his power and is the undisputed#1 guy....... but the system he has developed lacks the decisiveness needed to get things done (that are not a personal priority to him/immediate circle)
iran advances in missiles because its the IRGC\s baby. a lot of other projects/acquisitions lag behind partly as a result of this indecisisive chain
