I agree with most of what you said but
I can assure you that your source of info about what I quoted is the wrong one... For someone who is a major of economics and am working in Iran I can correct you with that if you like...
IRGC has two money making sides... First is their innovation, research and production facilities in regards to military developments and weapons... It is their right to have such an infra in order to be able to support their forces with better weapon day over day...
The second side is their civilian industrial wing which is famous with their "Khatam al Anbya" engineering group. I can assure you that:
- Khatam al Anbya" is only entering projects that no Iranian private contractor can do it... These projects ranges from highly unprofitable projects like those of investing in Infra in borders, South Eastern seaside region, etc... Projects that no Iranian private company is willing to do as their financial benefits are very limited...
- IRGC's Khatam group is a team of highly talented Iranian scientists and engineers, they always help the government with their technological needs... Most of Iranian mega projects used to be under contract to be built by multi-national companies before we get sanctions severed. After those foreign contractors left Iran, IRGC's engineering wing came to the scene assuring Iranian nation that they will finish what they had left... "Asalouyeh" as Iran's super Mega project that worth tens of billions of dollars of investment and profits are now being activated by IRGC's wing... They recently inaugurated two important phases in there... No other Iranian private company can do what they have done...
- IRGC team are famous for their precise quality of work and also their revolutionary spirit that makes them super engineers that fix all seemingly impossible problems with this spirit..
- IRGC's engineering team have done tens of billions of dollars worth of projects with no pressure on the government to pay them back... They are one of the biggest creditors of the government... They can wait for better public financial situation on order to claim their money... This is what no other Iranian company can do and it is in Iran's national benefit..
- IRGC never entered those industrial or service fields that other smaller Iranian companies can do... This is their promise to the government and to the people...
The only place where IRGC has entered and got criticism was Iranian public sector telecommunication sector known as "Hamrah e Aval". This cellphone operator is partially run by IRGC and when we see their duty as to guard Iranian national security, this makes so much sense... They entered telecommunication sector in order to have the infra available to future possible military use and also to monitor Iran's enemies attempts to do naughty stuff in Iran... This is one reason why no terrorist organisations can do terrorist acts in Iran so far.. They are monitored and under control day and night... The criticism is pointless to me eyes because they don't have the monopoly in telecommunications... They have strong and capable competitors in Market... Irancell is their main rival in market today...
So, I don't agree when you say IRGC is working against Iranian economic national benefit... They are a big part of Iran and are doing good so far... although I agree with your other point that mismanagement is something Iran should fix sooner... Iranian system was a unique system born just recently... Therefore, it is not perfect.. It needs to be modified every day... and a working system + better management is something I expect Iran to achieve in near future if she wants to become a global pioneer again...
btw, %5.8 for 2016 and %6.7 economic growth without Iranian oil as we used to it is better than good.. It is perfect
