Majority of people are complaining why Pakistani Agencies don't Capture these guys straight away.
1st They don't wear Name tag of agencies on there faces , and majority of these agencies hire local assets for most leg work. And keep these people out for bait until they cant give more info.
2nd new targets are monitored and followed through monitoring old targets and with making sure that specific person doesn't know he is being monitored other wise that all hard work goes in drain.
3rd And now most agencies are using tech rather than old school way. Its safer , secure and much more quicker.
Pakistani terrain itself is big challenge , Pakistan is building capabilities but not on par with many other countries.
Still Pakistan has done great job.
I m not sure if Pakistan has any agency which provides the link from external to internal threats. and i don't think civilians agencies has shown the capability work hand on hand with military without any breaches, that itself could cause a problem.
Pakistan needs to rebuild its local law infrastructure from scratch you, no point in trying to upgrade a old system which wasn't capable of handling 21st Century.
Best option is to Build a similar organization like Police and FBI ( Lets call it company ) and move all the assets of Police and move worthy assets from police and train new educated people from start instead of putting them and training them with old department to the new police department .
New police will do all the daily jobs , While company acts as FBI which has sub branches look after everything else, and make sure no Government can get involved in it.
That way Gov can stop these tons of other agencies running around wasting peoples money.
You will have two departments looking after country and keeping each other in loop.
